On April 10, the Government of Ontario unanimously passed Bill 59, the “Putting Consumers First Act” which, among other elements, includes new powers designed to address the problem of unethical tactics used in door-to-door solicitation for HVAC sales and rentals. 

Earlier this year, HRAI made a submission on behalf of the industry, including support from the Canadian Institute of Plumbing and Heating (CIPH) and the Canadian Water Quality Association (CWQA), in partnership with whom HRAI has been working on this important issue.  While supporting the spirit of the legislation, HRAI expressed concerns about some of its implications.  Concerns remain that the legislation might constrain the ability of HVAC contractors to provide solutions for their customers beyond the purpose of an initial sales call and that the law will not effectively address phone solicitation tactics employed by companies to side-step the need for selling at the door. 

HRAI has been assured, however, that it will be consulted in the development of the regulations that will follow and that these regulations will be written to address such details. Consultations are expected to begin in the next month.
