The Technical Standards and Safety Authority (TSSA) deadline for feedback on its risk-based regulatory framework for Ontario is May 5, 2019. The provincial government has made changes to the Technical Standards and Safety Act, 2000 to allow for the creation of alternate rules for the Operating Engineers Regulation.


The new framework is intended reduce the regulatory burden on businesses and enhance public safety, by providing a choice between clearly defined parameters and safety plans that are more customized to a given operation. Some of the changes reflect efficiencies offered by new technology and some are designed to be more inclusive of new technologies.

Businesses will have the option to either comply with the alternate rules or continue adhering to the requirements in the current regulation. Some changes will also help address potential shortages of professional personnel and create options to better align business and personal career goals. Changes are based on recommendations made by a panel of industry stakeholders.
