Amendment 15 under Canada’s Energy Efficiency Regulations includes reporting requirements for Commercial Electric Water Heaters and Commercial Oil Water Heaters manufactured on or after January 1, 2020. It is HRAI’s understanding that once the Federal Election has passed, Natural Resources Canada (NRCan) will issue a clarification on the reporting requirements. The intent was to harmonize requirements with the U.S, however this was unclear in the publication under Amendment 15.


Manufacturers/Certification Agencies Energy Efficiency Report on equipment greater than 140 US gallons (530 liters) will be required to include the following:

  • Commercial Electric Water Heaters report to include only the input rate, nominal volume and the measured volume.
  • Commercial Oil Water Heaters report to include the input rate, thermal efficiency volume, nominal volume and measured storage volume.

Amendment 15 also includes reporting requirements for commercial gas storage water heaters – marked as replacement units manufactured on or after July 1, 2023. NRCan also intends to issue further clarification on the reporting requirements for gas storage water heaters at a later date.
