On March 6, 2018, the BC Ministry of Energy, Mines and Petroleum Resources announced that an amendment to the BC Energy Efficiency Regulation had been published that includes new requirements for single-phase and three-phase split system heat pumps.  The regulation now specified that Heat Pumps manufactured on or after June 2, 2018 are subject to the Tier I level HSPF ≥ 7.1 (Region 5).

HRAI and AHRI members participated in several stakeholder consultations in 2016 and 2017 on this issue.  In response to the BC Ministry’s proposal, HRAI and AHRI recommended the minimum energy performance standard and compliance date for Tier 2 align with the US DOE requirements for single-phase split system heat pumps only which specified that: After January 1, 2023, these products must meet an HSPF ≥ 7.65 (Region 5).  The BC Ministry has decided to bring the Tier 2 requirement into effect in 2020 with an HSPF ≥ 7.39 (Region 5).

HRAI has informed the Ministry that three-phase units should be exempt from the regulation to harmonize with the US rulemaking.  The Ministry’s staff will take this under consideration in the next amendment to the regulation.
