Transport Canada recently issued a new AC on the Recording of Flight Time and Air Time in skid-equipped helicopters that runs contrary to industry’s long-standing practice, and is inconsistent with ICAO’s definition of Flight Time. While the new interpretation will have the effect, for commercial AOC holders of increasing by 10% the allowable Flight Time for the purpose of the Fatigue Management, it will also increase the cost of flight training for helicopter pilot students. The AC also runs contrary to a Notice of Proposed Amendment (NPA) that passed through the CARAC process in 2012, but was never published.  HAC has a variety of concerns over the terms of the AC and will be appealing to the Minister of Transport to review the AC.
